In November 2002 11 leading scientific research organizations united their intellectual, organizational and material resources in the state Non Commercial Partnership – “Center of Modern Medical Technology “TEMPO” - Technology, Education, Marketing, Production and Optimization. The decision was initiated by the Moscow I.M. Sechenov Medical Academy, which is one of the oldest clinical and scientific centers of Russia.

 “The Non Commercial Partnership aims at improving public health in Russia using the methds of consolidation and optimization efforts of scientists, engineers, industrials, public health organizers and doctors in working out and implementing innovative technologies in the filed of health protection” - Academician Mikhail A. Paltsev, Chairman, NP TEMPO.

 1. The objectives of TEMPO include: developing innovative medical technology for commercialization; promoting the interests of members within the Russian biotechnology sector; partnering with Western industry and academia; and diversifying funding sources for research and development. In support of its members, TEMPO strives to:

•  Study of market segments and the opportunity of commercial implementation of new or more effective medicines and biotechnologies.
•  Revealing  the most promising developments (including those considered promising from commercial point of view)
• Scientific support and coordination  of Partnership members' activity in trials, production, certification, putting onto the marketplaces and realization new medicines  and technologies following  international standards of quality and conformity in each stage.
• Searching for possible ways of getting the state support of the most promising projects, searching for non-governmental, foreign, private and other sources of financing the projects.
• Establishing the interdisciplinary scientific researches and inter-industrial relations in pharmaceutical/ bio industry of the Russian Federation, CIS, and the world community.
• Holding conferences, symposiums, seminars, exhibitions and other arrangements aiming at achieving the Partnership common purposes.
• Representing and interests maintenance of Partnership members in legislative, legal and executive authorities, assistance in organization  and edition of legislative, administrative and standard acts contributing to Partnership aim achievement.

2. The main fields of the activity TEMPO and its members are the scientific and production activities.

 The scientific studies are of fundamental and applied type and cover a wide range of tasks:

·        Fundamental and applied research in the field of virology, microbiology, bio technology, immunology, diagnostics and indication;

·        Application of  the last achievements  molecular biology, gene engineering, bio technology and putting  into practice diagnostic and medical and preventive preparations for public health  and agriculture, diagnostics and indication methods;

·        Conduction of  preclinical trials of bio preparations by qualified  staff according to GLP requirements;

·        Performing of clinical trials of medical preparations according to the International standards and GLP requirements;

·        Creating ecologically safe means of plant protection;

·        Developing methods of biological clearance of soil and ponds pollution; bioremediation of oil polluted territories and waters;

·        Elaboration of the technology of biotechnological preparation receipt for medicine and agriculture;

·        Manufacturing of equipment for immunochemical and biochemical analysis;

·        Training of experts in the field of medicine, pharmacology and biotechnology

The scientific – trial basis of NP “TEMPO” institutions insures the fulfillment of scientific tasks and represents laboratories supplied with modern equipment including the one for work with pathogenic infectious organisms in the conditions which meet international safety standards (BSL2 – BSL3), as well as the one for carrying out preclinical trials of preparations on animals and clinical trials of medicinal preparations according to the international rules and standards.

Industrial work involves the organization of development of the latest workouts and the organization of the manufacture.

TEMPO's Articles of Incorporation and Founders Agreement specifically state that TEMPO's goal includes supporting the market introduction of promising medical, pharmaceutical and biotechnologies through assistance in attracting foreign, non-governmental and private sources of investment funding. So far, TEMPO's activities have been successful at generating interest and making contacts.

4. Long-term strategy

The following steps are planned for long-term strategy for Non Commercial Partnership TEMPO:

-         Standardization and harmonization of scientific research in NP “TEMPO” institutions: development of inner quality standards of scientific research on the basis of GLP, GCP, GMP, GPP, experts training for preclinical and clinical research, organization and monitoring of preclinical and clinical research quality, independent estimation of clinical and post clinical research.

-         Coordination of NP “TEMPO” institutions work in implementing the joint projects and programs. Pushing on the market products and services made in NP “TEMPO” institutions.

-         Project and program overviewing (including foreign partners) for further implementation in NP “TEMPO” institutions and other scientific institutions of the Russian Federation.

-         Legal support of the transferring technologies during implementation of commercial projects.

-         Targeted search of the biotechnological and pharmaceutical market of the Russian Federation and global market.

-         All the pieces are in place to realize a successful program of investable deals promotion and commercialization of promising technologies. The project in development is aimed at launching TEMPO's Innovation Activity / Capacity to attract investment into the Russian biotechnology sector, and specifically into the commercialization of TEMPO member-institution biotechnologies.

-         Establishment of Contract Research Department for preclinical and clinical trials in TEMPO member institutes. Place the contracts in TEMPO member institutes.

So  the Partnership enables to implement all stages of technological process – training of experts for scientific, preclinical, clinical research, preclinical trials of pharmaceutical preparations, preparation of technical documents, manufacture of the necessary biotechnological equipment, distribution of experimental samples and serial lots of the preparations, clinical trials of medical preparations and diagnostic systems, search of biotechnological and pharmaceutical market.
