Analysis of the situation in public health and conditions on the Russian and overseas markets of bio/pharmaceutical industry showed that in addition to great progress in the improvement of diagnostics and treatment of various diseases, there are still market segments in which advanced technologies and truly effective drugs/bio preparations are absent. Furthermore, the transition from the innovative stage to the implementation of the innovative idea in practice is very complicated due to the separation among scientific research institutions, certification research centres, production capacities and organisations introducing the medico-biological technologies in the field of health care.
Thus, establishing a non-profit union of advanced scientific research organisations in the field of bio technologies, testing / production unions which are certified and recognised in the world, and also the leading medical institutions of the Russian Federation are extremely necessary and urgent.
In November 2002 11 leading scientific research organizations united their intellectual, organizational and material resources in the state non commercial organization.The objective of the Non Commercial Partnership (Center of Modern Medical Technology "TEMPO" – Technology, Education, Marketing, Production and Optimization) is to enhance the health conditions of the general public through the consolidation and optimisation of the activities of scientists, engineers, manufacturers, health managers, and practitioner physicians for the development and implementation of innovative technologies in the field of health care. Now TEMPO combines 17 organizations, which are leading scientific centers of Russia in the field of microbiology, biotechnology, genetic engineering, molecular biology and immunology, diagnostics and indication with highly professional experts.
