In November 2002 11 leading life sciences research organizations united their intellectual, organizational and material resources, establishing Non Commercial Partnership – “The Center of Modern Medical Technology “, TEMPO (Technology, Epidemiology, Marketing, Production). NP “TEMPO” combined organizations of different property forms including 7 state organizations (4 state scientific centers) and 4 joint companies, which are leaders in Russia in the field of microbiology, biotechnology, gene engineering, molecular biology and immunology, diagnostics and indication with highly professional experts. Foreign articles and diplomas of international exhibitions prove high priority of NP “TEMPO” members. TEMPO members's staff of 5500 consists of highly professional experts, namely 5 Academician of the Russian Academy of Sciences, 2 corresponding members of the Russian Academy of Sciences, 55 academicians of the Russian Academy of Medical Sciences, 29 corresponding members of the Russian Academy of Medical Sciences, 65 academicians of branch academies, 586 Dr. of Science, 1513 candidates of Science, 3 Lenin Prize Winners, and 44 State Prize Winners. Microgene, a consortium of seventeen Russian biotechnology production facilities, joined TEMPO in 2005: a testament to TEMPO's growing reputation in domestic industry.
St. Petersburg State Medical University named by Academician I. P. Pavlov joined TEMPO in 2005. The main activities of the University are: preclinical trials, molecular medicine and immunology, molecular genetics, epidemiology, medical prophylaxis and social diseases (HIV/AIDS, IDU, tuberculosis), transplantology and cell therapy, pharmacoepidemiology and pharmacoeconomy.
Institute of Toxicology joined TEMPO in 2005. Main activities are: pathogenesis of chemical intoxications and development of pharmaceuticals (antidotes).
